1. Authorised access
Pratyaksh is provided to authorised regulator and auditor accounts of the empanelling authority. Read access to the dashboard, write access via admin tools, and the BPA hold action are gated by role. Any attempt to access the platform without explicit authorisation is unauthorised and may attract liability under Sec. 43, 66 of the Information Technology Act 2000.
2. Demonstration vs. production
The instance hosted at the public demo URL serves a synthetic dataset. Decisions made on the basis of the demo dataset are not binding. Production access is granted only after the integration spec (see /docs/integration-surface.md) is signed off by ECHS Central Org / DESW and the partner systems (UTI-ITSL BPA, Source Infosys, CDAC Mohali).
3. Holds, signatures and authority
Pre-disbursement holds issued by Pratyaksh are requests to the BPA, not directives. Disbursement authority remains with UTI-ITSL. Disciplinary action remains with the ECHS Channel of Inquiry and DESW per the Aug-2025 centralisation order. Pratyaksh does not alter, replace or bypass any of these workflows.
4. Forensic export
Forensic bundles exported from this platform are signed with HMAC-SHA256 over a Merkle root of the included events. Recipients (CAG, CBI, DESW) can verify the bundle independently per the documented canonicalization in the export response.
5. Acceptable use
You will not: attempt to identify a beneficiary from the displayed last-four digits of Aadhaar/PAN; export data outside the authorised audit chain; share credentials; use the platform for any purpose other than the audit / regulator workflow you are authorised for.
6. Logging
Every privileged action is logged to the hash-chained forensic ledger and the admin audit log. By using this platform you acknowledge this logging.
7. Operating entity
The platform is operated by Cognoshift Private Limited, a DPIIT-recognised startup incorporated in India. Product domain: pratyaksh.cognoshift.in. Procurement queries: procurement@cognoshift.in.
8. Jurisdiction
These terms are governed by the laws of India. Disputes are subject to the exclusive jurisdiction of the courts at New Delhi.
